Traditional public participation in resourcemanagement planning and decision making processes inBritish Columbia has often resulted in little or nopublic influence in the process, or over thedecisions made. This study of the Bulkley ValleyCommunity Resources Board (BVCRB) explores how publicinput through this body was conceptualized andincorporated into the Bulkley Land and ResourceManagement Plan (LRMP) process. This work exploresthe linkages between public participation, communityconflict, community organization and community power.Community support and community representation arecentral to the BVCRBs influence in the developmentof the Bulkley LRMP. The goal of this work is toexamine how a level of public input which went beyondtokenism was achieved and resulted in communitycontrol and community power. This provides insightinto the legitimacy of community organization,community representation, and community support forpublic participation to influence resource managementplanning and decision making.
