Trends reflect that public schools are taking on thetask of educating the whole child, in addition toteaching reading, writing, math, science, socialstudies, physical and vocational education. Charactereducation has emerged as a focal point. Ten states,Alabama, Arkansas,California, Florida, Georgia,Indiana, Nebraska, Tennessee,Utah, and Virginia,introduced legislation requiring character educationto be included in the curriculum. The 1999 FloridaLegislator required each school district to provide acharacter education program,secular in nature, andsimilar to Character First or Character Counts! beintroduced in elementary schools (Florida StateStatute 233.061 (q)). This study compares the effectsthat strong character education programs in the stateof Florida have on attendance,achievement and behavior.
