Over the past 30 years, Chinas reform and opening up has achieved great success. At present, Chinas economy is closely related to the world economy. Under the circumstances of the new economic norm and the idle reform, China urgently needs to build a new open economic development system and comprehensively deepen the reform and development in various fields. The Belt & Road Initiative was first put forward by general secretary Xi Jinping in the keynote speech at the Boao Forum for Asia in 2013, and was further elaborated during the same year when he visited ASEAN and Central Asia. The Silk Road Economic Belt and the twenty-first Century Silk Road proposed in March 2015, elaborated the concept of Belt & Road development, and also planned the domestic development concept.
